Cases of different decals be displayed next to character portraits seems to further confirm this. Plus the same decal is displayed on the main menu, so you might be able to change it from there as well.

Ok there are things they aren't showing. (or at least aren't pointing out)
On the kart select screen there's a + button symbol next to the '1-up Fuel' logo which is on the kart. So we may have a Kart customization option in the form of various decals to choose from!!
