Cut some paper sheets into 1/4's or 1/8's so it doesn't feel like "wasting". Do small studies and experiments. Make a color swatch sheet so you can see the true color on your paper.
Watercolor paints are ridiculously economical. You can coat a whole page and barely make a dent in the paint pan.
