Yeah I think he's wrong about this. Device turnover is key for the system functioning. If all our bikes are doing 8 hour long leisurely rides on the Mall it's not much of a transit system. Higher trips per device per day = higher VMT reduction

Great idea imo. I think we should keep things even, so 100 states, 200 senators. i.e. DC + PR + territories (as a single state) + the 47 most populist cities. this scenario ends with statehood for Bakersfield, CA.
