Under FOM he could have come to a UK club.
However, the regulations preventing him from doing so are UK regulations.

In a similar way, I'm still waiting to see how the residents of Ullapool, Durness or Fraserburgh are benefiting from any of the UK Government's Northern Powerhouse initiatives. I'm not sure if it's the "Northern" I've misunderstood, or the "United".

They're not "extra checks".
They were aready there, and the UK will also have applied them to imports from countries outside the Single Market, while it was an EU member.
