That's the problem, both governments are saying neither has them. They are being "detained" (jailed) but not in any actual county jail. Hell, no one wants to agree to who actually owns the facility. Its straight out of Kafka. But that's what is being worked out in fed court, I believe

I can't think of what state relief there would be, but at the same time, I don't know when this has happened before.

and a case to be opened. The problem is that these people have just been picked up by an unknown authority. I've heard numbers of a couple to a few hundred have no criminal background. I would imagine the relief is federal habeas, but then who are you suing? Feds & state point fingers at each other

Yes, I practice down in South Florida. So the problem is no one knows what type of detention these people are in because both governments are lying to us all, state and federal. But if someone is arrested in Florida, the Florida Rules of Criminal Procedure kick in. But that needs and arrest....

Here these people haven’t been arrested on Florida charges, there isn’t a case number and case in any county court, and no judge assigned. Meanwhile I just keep hearing both the state and feds keep passing responsibility to the other

So the problem is they haven’t been arrested on any state charge, at least that I can see. Rule 3.134 comes into play when someone has been arrested on a charge and is sitting in jail while the State decided what formal charges to file by Information (charging document).
