It’s weird looking at old James Bond books and movie posters and realizing that the whole “Double O” and “License to Kill” stuff made for a thrilling action premise because the default assumption at the time was NOT that any law enforcement agent can of course kill you and face no consequences.

Most 2022-2024 CPD overspend came from legal settlements and from personnel services. The latter is a broad category that includes salaries, overtime, and other pay and bonuses (but not pensions and medical benefits, which are in a citywide Finance General section of the budget rather than CPD's).

With the caveat that the data here is non-grant local funds only (the bulk of most departments' budgets, but some are more heavily grant-funded), Chicago Fire Department and Chicago Commission on Human Relations also went over budget in 2024, although by substantially smaller amounts:

It's not a small impact. Depending on how you calculate CPD fringe (using a citywide average salary, as OBM does, vs. averages based on the departmental salaries and benefit agreements), excluding it impacts the floor calculation by anywhere from $4.3-8.6m annually for COPA, and $1.2-2.2m for CCPSA.
