If the Senate votes for the CR with a Nov 21 expiration, the shutdown resumes in 2 weeks. Meanwhile, air traffic controllers and federal public defenders get a paycheck, and snap gets funded for November. But they have to make the next shutdown go to January if there isn't a vote on ACA subsidies.
