How about kids hit at 5 mph ? Isn’t that painful? How about kids in cars hit at 70? Perhaps we could have a man walking in front with a red flag ? Then no one would ever get hurt?

Driving in Wales is painful in 20mph zones, everything drops to a crawl and I hate it. I suspect "overwhelming" might not be true and the evidence is being viewed from a politically car hostile stance, lots of Eco types.
