Just out in Policy Studies Journal, fully OA. I, Alice Cavalieri and Andrea Pritoni apply  our "Triangle of Bureaucratic Policy Analysis"  to a huge survey. We find 3 different empirical types of professional roles that top bureaucrats may play in policymaking
