I feel like that language was purposeful given California’s response. That was messaged as a direct response to Texas and their gerrymandering so perhaps they’re laying the groundwork to undermine the will of California voters

Depending on the city and state, infrastructure is going to be a problem bc red state officials do not support funding of infrastructure.
Also, a lot of folks aren’t going to be eager to go to DeSantis’ unvaccinated Florida or Abbott’s guns-are-my-personality Texas 🫠
