In the US the congress and senate both do the same thing, but congress has representatives proportional to the population of each state and the senate represents the state as if the state itself has interests that must be represented above and beyond the people who live there. Kind of...?

I spent some of my formative years in Northern New Jersey and I have absolutely no regional accent from there but once acted as a translator for an incredibly Northern New Jersian family on a tour of Mammoth Cave.
