ASML incurred the wrath of the US in 2023 by selling more chip machines to China than agreed upon in a 'gentlemen's agreement' between the Netherlands and the United States. The Dutch government felt humiliated in front of the US and misled by ASML

One thing that is crucial to remember here:

This does not return Nexperia to Chinese ownership. The court ruling on October 7 ousted the CEO, not the Goods Availability Act.

This unfreezes restrictions on moving assets + IP out of Europe, but Wing remains frozen out

New Dutch government Nexperia statement:

Given constructive nature of talks with Chinese authorities, the Netherlands trusts that the supply of chips from China to Europe and the rest of the world will reach Nexperia’s customers over the coming days.

If Brussels wants to get the same treatment, it will have to offer something in return. But as an entirely legalistic entity, it's not clear to me that the EU could do this.
