They definitely did - getting rid of the archetypes made unique hero building a LOT better.

I think the heavy emphasis on origin and backstory drives the narrative element you're looking for, even though the rules you were hoping to see aren't exactly there.

They also added non-combat modifiers to each ability score, which was absent in the playtest rules. So while most checks are ability +d616, some non-combat checks will be higher due to traits or powers etc.

I like it because I think it puts more emphasis on roleplay over min-maxing 4/

The narrator section also helpfully reminds would-be storytellers, in not these specific words, but basically heroes aren't heroes all the time. They have jobs and friends unrelated to their alter-ego, so hopefully that gives narrators the nudge they need to move the game in the direction. 3/

and includes various tags that can impact the narrative if the Narrator chooses to use them (and they should). The tags are diverse and aren't all combat driven - so if your character has the educator occupation, you'll get the appropriate tags that then apply to the game like Font of Information 2/

So as far as I can see, there aren't any specific rules for the type of non-combat event you're looking for. It would be covered more generally through the d616 mechanic driven by the Narrator.

That said - as I mention in the review, backstory is super important 1/

Truthfully this is the first superhero RPG I've read since MSHAG came out when I was a kid, so I can't directly compare - if you wanted to give me an example of what you mean, I'm happy to dig through the book and see what I can find, though!
