When I moved to the west San Fernando Valley in the summer of 1980, I never knew there were mountains on the other side of the valley until the rain in December cleared out the smog, for a day. Now, on the hottest day you can see the mountains clearly.

Constitutionally, "deals" would need to be ratified by the Senate. (Art. 2, Sec. 2, 2). Setting a tariff rate is not necessarily a treaty, it's unilaterally set by one nation or another and is a Congressional power. (Art. I, VII, 3). As with many things, Trump confuses and conflates the two things.

During his first term he said that if you made payments over your working years when you retired you would have a nice little plan. He's never understood it.
