It probaby happened at some offical celebration or another neutral ground. Vox had planned to somehow get Alastor back with him while he was under the influence, so he could take what he wanted. Luckily Angel figured out what was happening. And Lucifer stayed up all night, keeping Alastor safe.

It would been awful if their first time together happened with Alastor in such a state. But Lucifer did not take advantage.
