I think “breaking NYT” here, from an MSNBC person, not a NYT person, just means the news is breaking (in tv terms) and here’s the NYT article.

If the art of taxation, as @dsquareddigest.bsky.social says, is to extract the maximum amount of feathers with the least amount hissing, then the stock buyback tax might be the perfect tax. No one seems to have blinked an eye at it.
