The Brits were definitely not on-board with Zionism as it destabilized their mandate and rose tensions with the Arab population. Throughout the 30’s and 40’s they restricted Jewish immigration and put thousands of Jewish refugees fleeing the Shoah into interment camps

the Balfour Declaration was largely just an attempt by the Brits to endear themselves to the Jewish population in formerly-Ottoman Palestine. It definitely helped bolster the Zionist movement, but it was already in full swing at that point.
