I think he is saying his Administration was unwilling to lie to SCOTUS about the ridiculous numbers he is pulling out of his ass. They should have put their freedom on the line to support his lies.

Sigh... it does not "end" the leverage. It pauses it for 2.5 months. In exchange for the government being open through the holidays, and federal workers being rehired and receiving back pay without having to fight for it for several months.
