I truly believe he placed Kelly’s Captain rank in quotes because he doesn’t realize that a Navy Captain (O-6) outranks his Army rank of Major (O-4). He thinks it’s the same as an Army Captain (O-3). Plausible, based on his ignorance of joint military ops and pettiness.

This AM my dad pulled out a color coded chart of everything he’s eaten since starting to wear a blood sugar monitor, which he printed on 23 sheets of paper and taped together.
