They were expressly intended to be used to keep people employed. See below. They weren’t forgiven otherwise. That helped small businesses keep people employed. Why on earth is that a bad thing? And Biden tried emergency pandemic student loan forgiveness and SCOTUS said no.

I really don’t think a single thing he says makes sense. Here’s an article with a high level overview of the mix of funding Stanford receives. The EE funds are about one-tenth the size of the life sciences research funds, but that’s to be expected. More bench research is needed in life sciences.
