We try to rationalize that by using a simple theoretical framework which assumes that policy-makers decide whether to increase or not bilateral tariffs based on the production gains (more than by the price effects or tariff revenues)

If Trump is rather obvious, other countries also tend to increase tariffs by targetting their partner where they have a bilateral trade imbalance
