"Civility" is not a meaningful moral principle. It's usually very ad hoc and relativistic. Its tenets are more often than not based upon treating superficial cultural differences as excuses to discount out-groups' points of view. It encourages pettiness and solving disagreements with blood duels.

If I'm reading this correctly, it's a satire with token black and NA characters who only exist to present said groups as empowered/accepted by the police, despite claims from the comically feckless and hypocritical civil rights protestors, while those who refused to wear masks are the "real" victims
