I wouldn't bet on it. Healthcare would lobby against it too. Kotek's shown she's willing to bend over backwards & then some for corporate interests & donors. She's willing to throw foster kids and preschoolers under the bus for *less* than she could get from killing this.

This already seems like a pretty high bar. Interesting that they don't even specify how much higher they think it should go. Maybe they should be required to meet it for each of their recommendations and proposals.

METRO HASN'T CHANGED IT BECAUSE IT IS UNPOPULAR. THESE CHANGES ARE UNPOPULAR. THIS GROUP *KNOWS* THEY ARE UNPOPULAR. THEY SAY DO IT ANYWAY.

Accountability and reform for preschool for all, but expand supportive housing services tax *without the same?*

It's really hard to say which part of these recommendations are the WORST but this one's up there. Preschool Promise was passed in '15, started in '16.

PFA WAS PASSED *THROUGH A DEMOCRATIC PROCESS* IN 2020 BECAUSE PORTLANDERS KNEW PRESCHOOL PROMISE IS INADEQUATE.

Let's be real. We all know this is just a foot in the door to killing Preschool for All. People want accountability, and maybe even review, but Kotek keeps trying to destroy it instead of reform it.

PCEF is about environmental justice, corporations paying their fair share for harm to the environment, and taking at least *some* action to mitigate the disproportionate harm that climate change and environmental destruction have on communities of color.
