The reason the rows in below picture look sloping and curved rather than parallel is because how your brain makes guesses about what it seeing has flaws. This is your "how many r's are there in strawberry" question.

There's not much political commentary going on with that. It's helping orient us to villains vs. heroes. People later on who have thoughts about real-world authoritarians start to read all sorts of stuff into it, but it's all surface level in the film.
