It’s quite simple.
The USSR collapsed, & its occupied countries were gloriously free again. Newly liberated Ukraine was left an arsenal of nukes. We promised to help them stay independent- in return for giving those nukes to Russia. They followed through. We did not. Later, Putin threatened us with those same nukes.
