That would be generation that is otherwise economically curtailed.
(and would also add that is declining as other alternatives are developed - e.g. synchronous condensers, and new interconnection capacity to other states etc)

I am not sure I would call them non-curtailment policies per se - but the system strength related directions in SA kind of have that effect.
Basically, the market operator directs on some gas generators to maintain a small amount of synchronous generation in the state (depends, but circa 40-80MW).
