Last, put the onus on the side filibustering to maintain the filibuster, not on the side opposed to it to break it. Let the majority side call a snap vote no matter how many Senators are there for the majority side and if the filibustering side doesn't have 45 Senators there the filibuster is over

I'd argue for three changes. First, a return to the talking filibuster. The minority side shouldn't be able to kill a piece of legislation just by saying we want to kill this piece of legislation. Second, lower the threshold from 60 to 55. We're unlikely to ever see one side have 60 Senators again.
