It is absolutely murder.
People are going to die. Nobody's building the water, sewer, and air conditioning needed for a tropical prison in a week. What they've "built" is a makeshift camp on a disused airstrip without the infrastructure needed to keep thousands of people alive. This is premeditated murder.
