So the basic issue here is the cost of operating a city government isn't lower if its residents are poorer - if anything it's higher. This means cities with lower property values have to charge higher mill rates.

The only way to fix this is to have state money pay for more things.
In Garden City, a predominantly white suburb on New York's Long Island with a median home value of around $1 million, a typical residential tax bill is around $10,000 to $15,000, property data shows. Down the road in Hempstead, where 88% of residents are Black or Latino, homes tend to be worth less than half that. But the typical tax bill is similar, meaning Hempstead homeowners pay proportionally more in taxes relative to the value of their homes.

I turned off the lights and noticed my cat sitting right in front of the baby monitor and it looked cool.

No court may consider any factor other than the value of the costs and damages sustained when making its determination of the proper value of such security, and that determination shall be appealable upon issuance of the preliminary injunction or temporary restraining order under an abuse of discretion standard.

Demis Hassabis, head of Google DeepMind, the company's AI research lab, said in a recent interview that he believes publishers will want to feed their content directly to AI models to facilitate this and some may not bother putting that information on websites for human beings to read. "I think things will be pretty different in a few years," he said.

On the right is my old belt, size 40, from a few years ago

On the left is basically the same Walmart belt purchased today, size 44. Which I had to go back and get because the "size 40" one I bought yesterday didn't fit.

How hard is it to measure the length of a belt in inches? Very hard apparently
two black belts of the same brand and same general appearance side by side on a beige carpet, one old and one new. There is less than an inch of difference in length between them in spite of their sizes implying the new one should be 4 inches longer than the old one.
