Yes, 100%. Setting aside the sheer human impact, it's bad as a matter of public policy; it undermines the rule of law by discouraging compliance.
Once again, for the folks in back.

It is a bad idea to arrest people in courthouses. This discourages people, innocent and guilty alike, from coming to court to address their problems legally and peacefully -- which means they will instead solve their problems through other-than-legal methods.
