I think it's clear that despite the US not being a parliamentary system, the founders would have thought that congress denying supply to an overreaching executive would be acceptable, if not laudatory.

If you cast the deciding vote against your own leadership, and the majority of your caucus on a major bill, then you simply cannot be the whip.

The entire job is stopping that 60th vote defecting. And if Schumer isn't trying to replace him, he's endorsing the defection.
