When teaching ethics in the Public Service. This is one of the major ways in which we, as stewards to the public, ensure that we are ethical in our actions. Unfortunately there are risks to being ethical in the field as has been shown with the wrongful termination of the NIS employee.
Korea's preeminent *conservative* paper of record exclusively reports that President Yoon ordered someone at the National Intelligence Service (Korean CIA) to arrest the head of his own party (who would later vote against martial law) and when the NIS man refused, ordered his dismissal.
