I honestly don't know. It's not 100% clear to me.

Here is me organizing my thoughts on this:

1. Governor has power to remove for misconduct (pic 1). Article 13 § 5.
2. A little further down, 13 § 13 outlines how "charges" are presented by Governor (pic 2).
3. City Charter (your pic) clearly mimics NY Constitution on this...
