Indeed- there is a very good book on this topic from early 2010s claiming that that is one factor weakening US democracy

for 232 need first an investigation of a few months for each product category etc. W/out IEEPA Trump will find it much harder to arbitrarily impose tariffs on everything by humanity at his whim. /2

I agree such a decision would help greatly regarding Prez power but it would also help in global trade war- reason why went for IEEPA power grad is b/c 232 section etc. tariffs cannot be as quickly & flexibly implemented as his (mis)use of IEEPA- for example /1

This is an optimistic sign actually- Trump is clearly afraid that SCOTUS will declare unconstitutional his big beautiful "liberation day" tariffs and is trying to prepare cover for their potential replacement where he has more solid legal ground- but are thankfully harder for him to play with

I can think of a few ways to do so without affecting other usages (blocking feeding obvious course paper instructions, require users to confirm not used for cheating etc.)
