I do affordable housing for a midsized city, and every single affordable unit that gets built is thanks to state laws: density bonus, AB2011, AB2097, AB2162, etc.

This is not a debate about the lottery process. Unfunded inclusionary is a tax on new development that reduces the supply of housing and therefore makes housing more expensive.

I agree that it’s good politics, that’s why all the very wealthy cities in my region have high inclusionary requirements. But the next city that creates broad affordability through inclusionary zoning will be the first one.

From what I understand, this same drive for authenticity is partly what made the Bay Bridge construction costs spiral. They decided they just had to go with a true suspension bridge instead of a causeway with ornamentation.
