i don't think it would be GOOD for congress to block him in this way, but there's a serious argument it has the power to do so and it says a great deal that it's not being seriously considered
the Supreme Court's sloppiness in the 14th Amendment case left open the possibility of Congress determining Trump to be ineligible for the presidency during the electoral count, but everyone forgot about that because we don't see congress as an entity with its own power to interpret the Constitution
