In 2023 Valve responded with this. Not allowed for resubmission. The developer even stated what they believe to be the cause. But they worked on it for 2 more years.
I feel Valve was clear, and I don't understand how anyone would feel this is vague.

I dunno. I don't think it's false-flagging. They submitted the game with content that even they described as below.

This is the Hitler game. At the end there's a consentual scene as far as I can tell. I'd be fine if "Sex with Hitler" was banned too.
I don't think me "defending" every sexual game on steam makes sense. Are we arguing that any sex should be banned? It feels like a strawman not worth going into.
