In the American context, this also confluences with an increasingly socially conservative clergy (and by extension hierarchy) and (anecdotally, I will admit) a "depoliticized", heavily aestheticized popular liturgical revival, neither of which are strongly opposed to this political project

The thing she's doing is blatantly obvious: she recognizes that you need to provide SOME forms of social protection to safeguard the base of her authoritarian base, something that everyone else in her political circles are too Groyperpilled to notice. It's quite literally the wages of whiteness!
