A compromise could be found in rigorous qualitative research and content analysis. But this demands reflexivity; to be honest about your biases and background. Unfortunately, contributors may be very uncomfortable with reflexivity even though they're very interested in apparent invariants.

One simple answer is that of radical functionalism. The taxonomy of ideas do not exist; ideas are situated in human individuals and behavior and society; and the value of ideas can be qualified by determining how they serve a particular culture.

But formal semantics is just a stone's throw away from logic. Propositional, predicate, lambda calculus, etc. These too have very long and varied histories, but they don't make arguments or inference on the content of the ideas, which is what memetics could be most interested in.

Jumping the gap from description to prediction/inference requires a level of generality. You could make the argument that certain narrow compositional systems are invariant across human cultures. So you would need to consult some formal semanticists.

... because if you could establish the meme as a unit measure of a single replicating idea, you still need to illustrate how they compose together in specific and predictable ways that match actual human behavior.
