(1) The Trump administration bears responsibility for the economic pain and chaos that will come from its tariffs. And charts like this from @budgetlab.bsky.social show the regressive effects. But, I want to talk about the responsibility now of the other two branches: Congress and the courts.

(7)The Trump administration may argue that, despite what the statute says, they, as a constitutional matter, have the authority to impound. There is more to be said on that and others have, but for now, I’ll just point to a quote from then-Judge Kavanaugh in a DC Circuit opinion (In re: Aiken):
