Definitely AI, the diver's leg has knees that bend two directions. Also while yes Lizard Island got hit hard, there were still lots of live corals when I was there in May. Port Douglas has huge, completely healthy areas too. Photos from my GoPro:

The real solutions aren't achievable by one foundation or even one government. They could domestically replant more mangroves along areas with erosion & reduce fertilizer use, but that takes decades. This is a pretty low risk delay tactic. FWIW I didn't see a single star yesterday on three sites

I've never started a tank without live rock (or dry live rock I've cured for weeks) in 30 years so would highly recommend seeding with some clean biomedia from a local tank without pests. The sooner you start, the better you'll end up. Just toss the rock in a bin to get the clock started like this:
