A good question… the NDC is adopted by unanimity and is important in terms of international law. It’s also been claimed by some actors that it’s not possible for States to take responsibility for these emissions (for more on this, see www.taylorfrancis.com/books/oa-edi..., Chapter 5)

It’s been a persistent myth that States shouldn’t take responsibility for these emissions, despite this being encouraged by the IPCC since 1994 and by the second decision adopted at the Kyoto COP.

One small reason for climate optimism - the EU and Its Member States have taken responsibility for their fair share of international maritime emissions in the new NDC (50% of the voyage), in another step towards economy-wide commitments. unfccc.int/sites/defaul...
