But why draw the bounds at residents within a given country's borders? That was my point.

The most generous and wealthy social welfare states spend orders of magnitude more on their own residents than they do on the world's most needy.

Hard questions to answer, to be honest. From a practical point of view, I think it would be impossible to maintain public support for a democracy which was *globally* fair in its approach to redistribution.

I'm not a moral philosopher, but I think that's hard to really justify in a Rawlsian or "golden rule" analysis. Norway is (per capita) the most generous donor of foreign aid--but do Norwegian voters grant residents 40x the moral worth as nonresidents, as the relative spending proportions suggest?

This is a much deeper question, and a hard one!

Public support *also* discriminates, in your framing: governments, even those which support generous social safety nets, universally spend more on supporting their citizens or residents than they do on people elsewhere.
