The time is what it is. You can call noon 1 pm. You can call it 2 pm. You can call it 4 pm for all I care. A day is a day and it has the same amount of sunlight regardless of what numbers you use to identify the actual time. And businesses can operate when they want.

Nope, it’s still the same. There’s nothing stopping a business (or school district) from starting and ending operations an hour earlier.
