If you're talking about conquests then yes most of the countries and civilizations did that. But genocide is a whole other level of atrocities.

The US never was pro-democracy or rule of law. What it always was and still is is pro its own geopolitical and economic interests, interests that change slightly depending on who is at the helm of the country.
