I actually think he did the right thing there.
If you have absolutely no clue about health, first aid, medicine, illnesses, treatments etc, you should run to get someone who does.

That's not impossible. It's also pretty sad, because flipping that many red districts means people got hurt reeeeally bad financially. So bad that they abandon their "lord and saviour".
