Based on the article inside, about women scientists working as federal employees, it’s Eleanor Lamson (1875-1932) of the U.S. Naval Observatory.

I’ve not seen a woman scientist from that era on a magazine cover. 🧪🔭

Kitty O'Brien Joyner | First woman engineer with NACA, and then with NASA upon its replacement of NACA in 1958. She was the first woman to graduate from UVA's engineering program in 1939. She died #OTD in 1993. #WomenInSTEM

Jean Langenheim (1925 – 2021) was a US plant ecologist and ethnobotanist, and a pioneer for women in the field.
She did field research in arctic, tropical, and alpine environments across five continents, with interdisciplinary research with chemistry, geology, and botany.
