I think the showrunner kinda admits it in this quote. The tools exist, but so do newer, cheaper tools, and the execs wanted to use those instead.

I have a similar approach to storyboarding. I will draw the most dogshit thumbnails just to get something resembling a foundation. If I can’t figure out the best way to get from one point to the next, I’ll force one in and worry about it later. I try to get these done in 10 to 30 minutes.
