You cannot use a utility bill to verify your address, you cannot use a passport as a valid ID by itself, unless it is to verify your name for a firearm form. It has to be a Gov't-issued ID, with the current address visible. The birth certificate can be used, only to verify your name.

Unlike a bank, we don't hold a customer's information for future use, just the paper form showing the transfer/sale, and we cannot fill in the form, only the customer can fill out the info needed onto the form. Every time a new firearm is chosen to be purchased, a new form is filled out.

That's the thing, we need the customer's address to sell the firearm, and we, per the ATF regulations, cannot use a passport or birth certificate to verify a customer's ID, unless it's to verify a name. We can't sell unless we know where the gun's going, hence the need for an address from an ID.

So, as someone who sells firearms, a Passport isn't viable because passports don't have the address listed, which is needed for the federal form to purchase a firearm.
