I didn't even know Casino Royale had been done twice... that's the whole problem solved right there: Bond isn't canon. He died? No he didn't.
Hell, if they NEED TO, make it a meta canon. Kaiser Soze that shit, wrap the next film in the debriefing of an unreliable narrator. Bond as spook story.

There's a scale and convenience element. You needed a ride to the card shop, you needed someone local willing to buy what you had, or selling what you wanted. Hell, your needed money.

I haven't fully read it (i tried at least!) but like, I feel like the whole thing of narrative in games constantly being devalued and on the AI chopping block is a bigger and root problem, you can't have better narrative choices it it's the lowest priority being shuffled around art/programming/etc

It's effectively how the Tea Party and MAGA movements pulled off their takeover of the GOP. If your bloc is large enough to stop critical activity - prevent a majority, preserve a filibuster, etc - you can force concessions.
It also created a GOP unable to govern, though.
